Urban population growth and new habits motivated by technological advances, such as electronic commerce and home office use, have important consequences for mobility and urban transport in cities. Accordingly, it is essential to define indices for monitoring the results of actions taken by municipalities in order to guide new policies. Using the Competitiveness Indicators of Campinas (ICC) as a reference, this paper evaluates urban public transport in Brazilian cities. The Data Envelopment Analysis (DEA) method is used to evaluate three different cases: infrastructure efficiency, service level of public transport quality, and cities efficiency score. The results show the conflict among different objects and emphasize the responsibility of the public sector to balance public policies to meet the basic needs of the population.
