Sea use management using a hybrid operational model: Taiwan's experience

► This study resolved user-environment and user-user conflicts in sea use management. ► A hybrid operational model was used to manage the marine activities. ► A combination of CBA, AHP, and DST was used to evaluate the priorities. ► The 40 marine activities were grouped into three clusters. ► The 24 environmentally sensitive areas were proposed to form an element of MSP.
