Swedish coastal herring fisheries in the wake of an ITQ system

► The EU Commission has proposed the use of Tradable Fishing Concessions (TFCs). ► Small-scale fisheries are excepted from TFCs in the proposal. ► We analyze a Swedish Baltic Sea small-scale herring fishery that is excepted from TFCs. ► The profitable fishery attracts fishing capacity causing competition for quota. ► Excepted fisheries need alternative management measures to be sustainable.
