Identifying the importance of the “skipper effect” within sources of measured inefficiency in fisheries through data envelopment analysis (DEA)

► On-going debate on whether the “skipper effect” is a causal factor in fishing efficiency. ► A DEA window analysis model was applied to the US menhaden purse seining fishery. ► Results suggested the presence of a “skipper effect”, with inefficient vessels in all ports. ► Best performing vessels repeatedly achieved high efficiencies through the studied period. ► Best performing vessels showed less dependence on spotter support in two ports.
