In 2009, Taiwan implemented its renewable energy feed-in tariffs (FITs). Our study aims to evaluate the effectiveness of Taiwan's FIT strategy. Taiwan's experiences with the implementation of FITs are compared with those of other key countries. We assess the effectiveness of FIT policies to achieve the strategic targets set in Renewable Portfolio Standards (RPS). Our conclusion is that FIT policies need to be better integrated with RPS policies. The establishment of the appropriate tariffs remains a major challenge for the optimization and effective implementation of any FIT policy.
► RPS policy is an efficient instrument to achieve the minimum renewable targets.
► FIT policy can develop all renewable energies equally and surmount the targets.
► It is feasible to adopt some RPS conceptions in designing a successful FIT policy for large-scale PV.
► Taiwan adopts FIT with a bidding process to lower subsidy and obviate tariff setting.
► In the long-run FIT and RPS should act in parallel to deploy renewable energy.
