La gobernanza y el Consejo Económico-Social de Jalisco (CESJAL)

ResumenEl Consejo Económico-Social de Jalisco (CESJAL) es un organismo ciudadano creado por el gobierno de Jalisco en 2005. En el presente artículo se plantea a este Consejo como un posible caso de relaciones de gobernanza entre el Ejecutivo, el Legislativo de la entidad y dicho Consejo. A partir del debate teórico en torno a la gobernanza, en cuanto interlocución, concurrencia y coordinación, se considera esquemáticamente el conjunto de las recomendaciones del CESJAL formuladas a las autoridades locales. De ellas se seleccionaron los casos: el “Plan Estatal de Desarrollo, Jalisco, 2030”, y el “Código Urbano de Jalisco” de 2008.

The Consejo Económico-Social de Jalisco (CESJAL) is a civil organization created by the Jalisco state government in 2005. In the present article, the author suggests that this council might be a possible case of governance relationship between the Executive, the Legislative branches of the state and the council itself. Starting with the theoretical debate on governance related with dialogue, attendance and coordination, the author schematically considers the set of recommendations made by CESJAL to local authorities. From those, he selects two case studies: the “State Development Plan, Jalisco, 2030” and the “Jalisco Urban Code” for 2008.
