A saúde pública intermediada por organizações sociais: arranjos e configurações nas últimas duas décadas no Brasil

ResumoParte dos hospitais em São Paulo é administrada por entidades qualificadas: “Organizações Sociais de Saúde”. O objetivo deste artigo é compreender as mudanças ocorridas no espaço, configurações e oposição. Com abordagem qualitativa, a metodologia envolveu pesquisa de campo e bibliográfica sobre as organizações, origem, divergências e especificidades. Como resultado evidenciou-se quais são as organizações atuando na saúde e que sua escolha é individual do secretário de saúde. A oposição a tal arranjo é composta por sanitaristas, conselhos e sindicatos, a busca por legitimação advém de eventos com autopromoção, discursos unívocos e publicações. A distribui ção dos hospitais e do local de atuação das Organizações Sociais de Saúde revela a ocupação territorial na saúde do estado.

A part of the hospitals in São Paulo is management by organizations that receive the qualification: “Social Organizations Health”. This article aims to understand the changes occurring in space, the configurations and opposition. Using a qualitative approach, the methodology involved field research and bibliography on organizations, origin, divergences and specificities. As results it was evident that organizations previously were acting in health and this election is an individual choice of the Health’s Secretary, with the opposition consisting of sanitarians, councils and health‘s union, these arch for legitimacy comes from events with self-promotion, univocal speeches and publications. The distribution of hospitals in the regions reveals the territorial occupation in health of the State.
