Small response estimation when parameter sign is known

By taking an approach similar to that of Stein (1961), a substantial improvement over the LSE is obtained. The superiority of the proposed estimator is shown via a simulation study and illustrated in an application. Given the importance of the problem in applications, a discussion of much needed further research in related problems is included.
