Payment for performance is an attractive approach for the management of professionals and structures to improve the quality of procedures in order not to lose money. The ambiguous results after one decade after the initiation of the P4P policy point out the absence of correlation between processes assessed by quality indicators and the outcomes for the patient. Outcomes are related to the full cycle care including general practitioners, specialists, hospitals, and other professionals. Should P4P be better interpreted as “payment for participation”?
