Toward determination of optimal plane curves with a fixed degree over a finite field

For a plane curve over Fq of degree q+1, it is known by our previous work that the number of its Fq-rational points is at most q2+1. In this paper, we determine the curves that attain this maximum, up to projective equivalence.
