Symbolic powers of planar point configurations

Let Z be a finite set of points in the projective plane and let I=I(Z) be its homogeneous ideal. In this paper we study the sequence α(I(m)), m=1,2,3…, of initial degrees of symbolic powers of I. We show how bounds on the growing order of elements in this sequence determine the geometry of Z.
