Algebraic properties of stably numerical polynomials

We study algebraic properties of certain rings of polynomials closely related to the ring of integer-valued polynomials. We give generators and relations for the localisations at a prime. We describe the maximal and prime ideals and show that the rings considered are not Noetherian.
