Trapped in the heat: A post-communist type of fuel poverty

► We identify a new variant of fuel poverty. ► We explore this variant in panel apartment blocks connected to DH in Hungary, where dwellings are warm enough in winter but have disproportionately high energy costs. ► Affected households react in ways that harm their welfare and put them at risk. ► Deep retrofits in dwellings such as these can eradicate fuel poverty while also contributing to other goals.
