Compétences attendues de l'infirmière de pratique avancée en France : recommandations d'experts à partir d'une étude Delphi modifiée

Law No. 2016-41 of January 26, 2016 for the modernization of our health system establishes in its article 119 the exercise in advanced practice for paramedics in France. The nursing profession is directly concerned by this text. A steering committee was set up by the Ministry of Health to draft the texts of applications of this article of law. In order to prepare its contribution to this steering committee; the regulators of National Nursing Order (ONI) have set up a national group of experts in the field of advanced nursing practice. The task entrusted to this group consisted in laying the foundations of a reference system of competencies that could be used as a basis for the elaboration of a training reference that could be used by universities wishing to train nurses of advanced practices in application of the provisions of this new law. In order to complete the review of the international literature on the subject, the panel used a modified Delphi-type methodology to formulate its recommendations and identify prospectively the activities and competencies expected of an advanced practice nurse. Based on competency framework of general practitioner, the proposed skills and activities are intended to meet the health needs population that are currently not covered or insufficiently covered. They highlight clinical expertise, evidence-based practice, clinical leadership, and professional autonomy. Examples of activities have been inserted in order to better define the area of this new profession in France. These recommendations are part of desire to promote in France the use of evidence-based in public policy decisions.
