A quite recent ministerial note has been written after that the town of Toulouse had experienced the AZF blast. The purpose of this ministerial note deals with the efficient welcome of a large influx of injured people in hospitals. From now on, the county's Plan Blanc gathers decisions which are taken by each medical institute, this institute being either a public or a private one, and even if this institute does not offer an emergency scheme. Reference hospitals in specific areas ensure the expertise as regards NRBC risks. The main theme of the plan Blanc is to optimize the addmitting of the massive influx of injured people as well as to succeed in securing patients which are already hospitalized. A crisis cell represents the basis of the Plan Blanc. According to established and scheduled dispositions notified in reflexive notes, the crisis cell takes decisions concerning the following points: It has to set places where victims as well as families and medias can be admitted; It has to enlight the different ways to acceed these admitting places; It has to study the possibility of each institute to increase its capacity of admittance; It has to deal with the management of dead people. This scheme also provides the starting organization, the stopping one as well as it can state different situations. Educational programs are regularly studied and updated. They complete the ministerial note. Nevertheless, this note does not state in an explicit way the case where the hospital is the target of the disaster. It also does not point out the case where the large influx of patients people is not linked to a disaster but is linked to a conjunctural event: extreme dry weather, influenza… in which the plan Rouge is not activated.
