Collective approval

► We consider the aggregation of approval ballots into one collective approval ballot. ► We examine aggregation rules that are neutral, consistent and discerning. ► We show that these rules are not majoritarian. ► Instead, the mean number of votes received by the alternatives acts as a threshold. ► An alternative is (not) approved of if it receives more (fewer) votes than the mean.
