Some further characterizations for the forgotten voting rules

We give new characterizations for Mk0, decision rules based on the difference of votes. We also give a characterization for MkK, decision rules based on the difference of votes with a quorum. This characterizations consider weak versions of Monotonicity since MkK is not generally monotonic.
