National governance structures for REDD+

► The paper evaluates alternative national REDD+ architectures. ► Issues concern legitimacy, sector coordination, transaction costs and corruption. ► Given goals, we find the market/project based structure to be the weakest. ► A REDD+ fund under the national administration seems most promising. ► In some situations separate funds or conditional budget support may be favorable.
