A mean value formula for the M/G/1 queues controlled by workload

We present a mean value formula for the M/G/1 queues controlled by workload (such as the D-policy queues). We first prove the formula and then demonstrate its application. This formula also works for the conventional vacation systems which are controlled by number of customers (such as the N-policy queues).
