When do cylinder σσ-algebras equal Borel σσ-algebras in Polish spaces?

We give a sufficient and necessary condition to test whether a cylinder σσ-algebra equals the Borel σσ-algebra in a Polish space. We apply the result to several examples to illustrate the unified approach. A generalization to Borel spaces is also noted.
