A multi-objective framework for dynamic transmission expansion planning in competitive electricity market

Restructuring of power system has changed the traditional planning objectives and introduced challenges in the field of Transmission Expansion Planning (TEP). Due to these changes, new approaches and criteria are needed for transmission planning in deregulated environment. Therefore, in this paper, a dynamic expansion methodology is presented using a multi-objective optimization framework. Investment cost, congestion cost and reliability are considered in the optimization as three objectives. To overcome the difficulties in solving the non-convex and mixed integer nature of the optimization problems, a Non-Dominated Sorting Genetic Algorithm (NSGA II) approach is used followed by a fuzzy decision making analysis to obtain the final optimal solution. The planning methodology has been demonstrated on the IEEE 24-bus test system and north-east of Iran national 400 kV transmission grid to show the feasibility and capabilities of the proposed algorithm in electricity market environment.
