Aid fragmentation and donor transaction costs

► We test the hypothesis that aid fragmentation raises donors' transaction costs. ► Fragmentation is defined as a lack of specialisation across recipient countries. ► Fragmentation is shown to have a positive effect on transaction costs, as expected. ► Greater specialisation by donors could reduce costs by US$2.5 billion per year.
