Capital utilization in Japan's lost decade: A neoclassical interpretation

► We reconcile a controversy on the TFP and capital utilization in Japan's lost decade. ► We incorporate capital utilization into the Hayashi and Prescott (2002) model. ► We find that our TFP become higher when utilization is considered. ► We find that our model and TFP are consistent with the lost decade.
