Original design of quality of services (QoS) in evolved packet system (EPS) is mainly based on the binding of bearer ID, which requires the QoS re-negotiation each time even the user asks for a same service. Moreover, the binding between the application and bearer ID will be deleted after the application is finished, which will trigger updating process of binding tables. In this paper, a new independent user service identification (USID) is proposed to replace barrier ID to identify QoS. The new USID takes advantage of the field of flow label (FL), which locates in the basic header of IPv6 packet, to bind the QoS characteristics of user requests. With proposed USID, the network elements involved in the binding and updating process will be reduced, and the unnecessary re-negotiation of QoS will be avoided. An experimental platform is developed to evaluate the performance of proposed new scheme, and the results show that the new mechanism is able to improve the performance in terms of binding speed and space consumption.
