Experiences of modern rate of return regulation in Finland

► In this article we study the effects of rate of return regulation by a survey. ► We study electricity distribution companies in Finland. ► We find that companies' investment, operation and pricing has been influenced by regulation. ► Public companies reported stronger response to regulation incentives.
