For centuries now the Public Health Service (PHS) has held a key role in combating health risks and maintaining and promoting health. The figure of the doctor associated with the PHS is marked by historic continuity. However in the course of history the so called public health officers' duties and self-image have changed consistently according to the social and political environment.
