Local operators on Cp

Let X be an open set in a Banach space G on which there is a Cp bump function with bounded derivatives. We present a complete characterization of local (i.e., support shrinking) linear operators T:Cp(X,E)→Cq(X,F), where E and F are Banach spaces.
