Is collusion of corrupt agents welfare increasing?

If corrupt agents cannot observe the profitability of firms, the welfare loss is increasing and revenues from corrupt activities are decreasing in the number of agents. Reducing the number of corrupt agents in any way possible is then Pareto improving.
