On the mean square value of L-functions with the weight of quadratic Gauss sums

The main purpose of this paper is using the elementary methods, the orthogonality of characters and the properties of the classical Gauss sums to study the computational problem of one kind hybrid power mean square value involving Dirichlet L-functions and the generalized quadratic Gauss sums, and give an explicit formula for it.
