Os sistemas nacional e regional de inovação e sua influência na interação universidade‐empresa em Santa Catarina

The national environment and the definition of government policies that point to the development and consolidation of relations between the different institutions are elements that form a National Innovation System (NSI). The recognition of the importance of these aspects has made, both developed and developing countries start to implement policies that strengthen the links between the scientific and technological production. Such policies are also reflected in regional sections, giving rise to the Regional Innovation System (RIS). This article aims to analyze the influence of the elements of national and regional innovation systems in university‐industry (U‐I) interactions in Santa Catarina, taking as an object of study four universities analyzed in the following categories: science, technology and innovation (S,T&I) structure and higher education system. For data collection, it was possible to perform 38 interviews in depth. The data was performing and analyzing using the qualitative data analysis software Atlas/ti, version 7.1.3. The results showed an increasingly consolidated performance, especially in terms of volume of investment from the federal and state governments in S,T&I policies reinforced by the regulatory framework in the field of innovation. About the higher education system it was found in relation to its operation that the university structure creates barriers for the development of the productive sector, although there is clarity from logic researchers within which the university should operate, which is not the same market logic.
