Variable-population voting rules

► We consider abstract voting rules defined for variable-sized populations of voters. ► Such a rule satisfies the “reinforcement” axiom if and only if it is a balance rule. ► If it is also neutral (all alternatives treated the same) then it is a scoring rule. ► The neutrality of the rule shows up in its scoring/balance representation.
