L'immigration clandestine de patients comoriens à Mayotte : quels enjeux éthiques pour quels enjeux politiques ?

Clandestine immigration from the Comore islands to the French Comore island of Mayotte raises important economic and political problems. This population flow, often composed of young people speaking Shimaoré, a language derived from Swaheli, also raises important public health concerns. Part of the immigration involves the search for medical care: for chronic disease, child delivery in better sanitary conditions, etc. Behind these health problems lie the problems of health care economics; the Mayotte hospital facilities are not equipped to provide care for a population of 600,000 inhabitants. Should care be delivered to these consultants? Should their clandestine status be reported? And most importantly, since the answer to these two questions is negative, who should receive care and how can care be delivered while respecting their human conditions: family separation, respect of customs, acceptable housing. We examine these problems in a different light, avoiding the worn politically correct approach which ignores the humanitarian problem. We show that the actions of the deconcentrated services of the French state, as well as the National Health Care Fund (Sécurité sociale), do not coincide with the notion of human dignity. We show that the budget allotted to this problem is askew since the real problem is not taken into account: the increasingly urgent need for codevelopment of health services in the Union of the Comores.
