The law of March 4th, 2002 has registered in the public health code the notion of sanitary democracy which sends back on one hand to the individual rights of the person but also to collectives' rights recognized for the users of the health system. When we fasten in semantics, we notice in spite of significant evolutions, there is at present no consensual term which would allow to get free of at present usual terms because they seem reducing and to widen so the impact of the public debate.
