Confidence interval optimization for testing hypotheses under data with low statistics

The paper generalizes and optimizes CIs, constructing them as intervals of the shortest length for a fixed probability, or as having the largest probability for a fixed length. Such an optimum CI has advantages over the usual ones, since it provides a smaller sum of the Type I and the Type II errors for testing hypotheses.
