► A new phase, Cu3.21Ti1.16Nb2.63O12 (CTNO), was found with a CaCu3Ti4O12-like crystal structure.
► We discovered one rutile-structured solid solution series, Ti1−3xCuxNb2xO2: 0► CTNO has square planar Cu2+, A site vacancies and Cu+, Ti4+ and Nb5+ disordered on octahedral sites.
► CTNO is a modest semiconductor with relative permittivity ∼63.
