Is ozone depletion really recovering?

The ozone depletion, which started in late 1970s seems to have reached a maximum level (minimum ozone) in ∼1996 and a recovery seems to have occurred thereafter up to 2003. But in the succeeding years 2004–2006, there seems to have occurred a relapse.
