Cadre conceptuel pour l’intégration de la santé de la reproduction en milieu scolaire : expérience au Sénégal

RésuméButLa santé de la reproduction des adolescent(e)s est une préoccupation de santé publique. Le but de cet article est de relater le cadre conceptuel de l’intégration de la santé de la reproduction en milieu scolaire à partir d’un projet pilote mené au Sénégal.Matériels et méthodesDans le cadre du Programme décennal pour l’éducation et la formation (PDEF) (2000 à 2010) du ministère de l’Éducation, une sous-composante « Santé et nutrition » avait été établie à la charge de la division du contrôle médical scolaire (DCMS), structure chargée de la santé des élèves au Sénégal. C’est dans la mise en œuvre de cette sous-composante qu’un projet pilote intitulé « Intégration des services de santé de la reproduction en milieu scolaire » avait été élaboré et mis en œuvre de 2002 à 2006. Ce projet avait pour site un établissement scolaire d’enseignement secondaire et une structure sanitaire spécialement destinée aux élèves.RésultatsL’élaboration de politiques en faveur de la santé scolaire par le ministère de l’Éducation Nationale et la désignation de la DCMS comme cadre institutionnel ont permis de définir un cadre de référence permettant de mener des interventions en santé de la reproduction en direction des élèves. Ainsi, l’équipe de coordination, assistée d’experts en santé, a exécuté le projet qui a suivi une démarche participative depuis sa phase de conception grâce à un plaidoyer, impliquant outre les autorités ministérielles, les élèves, les professeurs, les parents d’élèves et le personnel médical des sites d’intervention. Un renforcement des capacités et des compétences des différents acteurs par la formation, la sensibilisation et l’information a été effectué grâce à un partenariat avec signature d’un protocole d’accord entre le Ministère de l’Éducation et le Ministère de la Santé.ConclusionL’ampleur des problèmes de santé de la reproduction chez les adolescent(e)s justifie l’intégration de cette composante dans les services de santé offerts en milieu scolaire.

SummaryObjectiveAdolescent reproductive health is a public health concern. The objective of this article is to report the conceptual framework for integrating reproductive health services in school from a pilot project carried out in Senegal.Materials and methodsA 10-year strategic plan from 2000 to 2010 for education and training has been established by the Ministry of Education and the component related to health and nutrition has been in charge by the medical health control division (DCMS). By putting into action the strategy of this component, a pilot project for integrating reproductive health in school had been set up and carried out from 2002 to 2006. This project was held within a secondary grade school and in a health structure especially designated for students.ResultsSchool health policy established by the Ministry of Education and the choice of the DCMS as the institutional leadership has helped to define a framework for synergic interventions directed to school-aged children. Thus, the coordination team with health experts has carried out the project held through a participatory process and advocacy since its conception phase putting together the authority of the Ministry, the school-aged children, the teachers and the parents. Capacities strengthening of different stakeholders through training, sensibilisation and information have been made with partnership development and a signed protocol between the Ministry of Education and the Ministry of Health.ConclusionThe magnitude of adolescent reproductive health problems justifies the integration of reproductive health services in school.
