La Reforma Educativa en México. ¿Nuevas reglas para las IES?

Resumen¿Por qué debe preocupar la Reforma Educativa, centrada en la evaluación y en los sistemas de educación básico y media superior, a las Instituciones de Educación Superior mexicanas?Basándose en un marco teórico del nuevo institucionalismo (North, 1994; Helmke y Levitsky, 2004; Schmidt, 2010) y tomando en cuenta los aportes en este campo por autores mexicanos (Acosta, 2014 and Ordorika, 2014), el presente trabajo responde a esta pregunta argumentando que hay tres razones principales para que las ies se ocupen de lo que ocurre en los niveles educativos previos: primero, porque la reforma toca la manera de operar de los bachilleratos públicos; segundo, porque en el nivel universitario hace falta una noción de calidad mejor construida; tercero, porque las IES pueden ampliar sus capacidades de vigilancia crítica sobre las acciones que propone el gobierno en materia educativa. Las universidades públicas autónomas poseen la capacidad para mostrar independencia y libertad de crítica.

Why should we be concerned about the impact of the Mexican Education Reform, which focuses on the evaluation of basic and upper secondary education, on the country's higher education institutions? By applying the new institutionalism approach (North, 1994; Helmke y Levitsky, 2004; Schmidt, 2010), with its applications for the Mexican higher education sector (Acosta, 2014 and Ordorika, 2014), this article argues that there are three reasons why the heis should take an interest in what occurs at earlier levels of the education system: fi because the reform impacts the way public high schools operate; second, because there is a need for improved quality control mechanisms at the university level; and third, because the HEIS can improve their critical analysis skills regarding government education proposals. Public autonomous universities possess the capacity to act independently and criticize freely.
