Accessibility and capability: the minimum transport needs and costs of rural households

► We identify the minimum income rural households require to afford transport costs. ► A new methodology for this is presented, framed in terms of the Capability Approach. ► We build budgets for different household types in rural towns, villages and hamlets. ► A rural Minimum Income Standard needs to cover car costs. ► Many low income rural families cannot afford the minimum standard.
