Civic boosterism, Corporate City Planning and economic development policy of smaller great plains towns: Is professionalism a factor?

Corporate City Planning means a mutually supportive economic private-public partnership in which public funds are used for private sector purposes. This is a study of 128 smaller Kansas communities in which the lack of public professional management expertise assures the adoption of such a public philosophy stance.
