In order to improve the harmonization and medicalisation of facilities providing care for dependent old people, the first stage of the institutional fee reform demonstrated several limitations, primarily concerning resident dependence. The new regulation proposes a plan for solidarity with the elderly which can be used to reassess the equipment and care capacity of the different institutions as a function of the underlying pathological condition and the requirement for medical and technical assistance disclosed by Pathos. For the majority of the establishments, implementation will be progressive, with renewals of the three-way partnership conventions. All establishments providing care for the most dependent populations will be concerned starting in 2007, irrespective of their status before the new regulation procedures became effective.
