IWRM: What should we teach? A report on curriculum development at the University of the Western Cape, South Africa

In South Africa, the national government has taken deliberate steps to ensure that tertiary education programmes help to meet societal and economic needs. This article reports on the process of developing a programme in Integrated Water Resources Management at the University of the Western Cape (UWC) that speaks directly to current government policy. It describes two different approaches to curriculum development an eclectic approach that takes as its starting point courses already on offer, and a framework development approach that takes as its starting point identification of particular needs and deliberately builds a curriculum around these needs. The article illustrates how seemingly unrelated policy processes in education and water management could impact on curriculum development. The article suggests that, while curriculum development is a first key step, challenges remain in fine-tuning the IWRM M.Sc. programme so that graduates are equipped with skills that may contribute to equitable and sustainable development in the evolving context of 21st century South Africa.
